Netlists, masks, and process recipes are the most export-controlled data a European fab or fabless house owns. Renting a US-parented region to run models over them is a jurisdiction decision, not an IT decision.

A European semiconductor team can use Copperway today for masked inference, and can reserve planned Cyprus capacity through SRA. AGICY does not operate a production AI campus yet — Vasilikos is pre-construction — so anything requiring an operating EU-owned cluster this quarter is a leasing conversation for post-COD, not a live SKU. The stack we are building is RISC-V and compiler-first, which is the part of this sector's supply chain we actually participate in.

We are a compute operator inside the Union, not a foundry. Our relevance is that design and simulation workloads can run on EU-sited, EU-owned silicon rather than being exported to a third-country region.
Where processing design technology in a third country would constitute a transfer, keeping the workload in an EU-operated boundary removes that question. We do not give export-control advice — this is an architecture option, not a legal opinion.
Sending process recipes through a provider that reserves training or logging rights undermines the reasonable-steps test. Copperway masks and does not train on customer content; the planned campus is single-tenant-capable.
An open ISA reduces single-vendor hardware dependency in the supply-chain assessment. Our own security posture and its gaps are published in the Trust Center rather than asserted here.

Most industries worry about personal data. A semiconductor team worries about technology transfer. A netlist, a mask set, or a process recipe can sit inside export-control scope, which means the question is not only where the bytes are stored but whose jurisdiction can compel the operator holding them and whether processing abroad is itself a controlled transfer.
That reframes the usual sovereign-cloud pitch. Residency in a Frankfurt or Dublin region does not answer it if the operator's parent is subject to third-country compulsion. This is the same CLOUD Act exposure argument we make elsewhere, except the exposed asset is worth a fab-generation of R&D rather than a customer list.
The honest consequence for us: a design team that needs an air-gapped cluster this quarter is not an AGICY customer this quarter. The Vasilikos campus is pre-construction, and we would rather say so than sell a boundary we do not yet operate.

We are a compute operator, not a foundry and not an EDA vendor. The part of the semiconductor story we genuinely participate in is the accelerator layer: the planned Cyprus fleet is Tenstorrent Galaxy on RISC-V, scaled out over standard Ethernet rather than a proprietary fabric, and served through a compiler-first stack.
That matters commercially for one reason. If your objection to today's AI infrastructure is single-vendor lock-in at the ISA and interconnect level, an open ISA and switchless Ethernet is a different bet — and it is auditable end to end. If your objection is that you cannot get allocation at all, that is a different problem and we are pre-COD like everyone else building.

The useful diligence questions are narrow and they are the same ones we expect to be asked. Who is the contracting entity and what is its ultimate parent. Can the operator be compelled by a third-country authority. Are training and logging rights reserved anywhere in the terms. Can you export weights and traces on exit. Is the interconnect auditable or proprietary.
