§ · Platform · Live today · campus planned
AGICY is EU-sovereign AI infrastructure: a live gateway and catalog now, a Cyprus campus in pre-construction. That is not a US marketplace of 400 promo SKUs — it is jurisdiction, a PII vault, and planned offtake.

€78.8M
Estimated annual AI seat spend — Cyprus + Greece legal & accounting workforce ESTIMATE
Eurostat LFS 2024 counts 20,200people in Cyprus legal & accounting activities (NACE M69) and 111,200 in Greece — 131,400 combined. At a blended €50/month professional AI seat, that is €78.8M/yr estimated. Separately, the “Cyprus 100” anchor clients model €183.3M/yr addressable AGICY demand.
Every AI request runs on US-controlled providers — and even their EU regions remain within reach of the US CLOUD Act. Economic value extracted permanently.
Every token generated on-island. Revenue stays in Cyprus. Institutional capital compounds. Design target: data stays in EU jurisdiction.

VERIFIED§ 02 What we build · RISC-V compute
The Tenstorrent Galaxy is a 32-chip Blackhole mesh in 6U — about 19,200mm² aggregate die-area neighbourhood (32 × ~600 mm² per Blackhole; shipping die may differ). RISC-V control cores plus Tensix matrix engines at 9 kW, air-cooled. AGICY's thesis is that open RISC-V hardware delivers superior cost-per-token at sovereign scale. Same-regime benchmarks to validate the thesis are in progress. Planned output is tokens — a token factory, not a storage warehouse.

§ 03 The Site · Vasilikos · power
SITE A · UNDER EXCLUSIVITY: 25,000 m² of waterfront in the Vasilikos Energy Centre— Cyprus's established industrial energy zone. Direct port proximity enables subsea fibre landing with zero terrestrial middle-mile. Campus PUE 1.20 is a seawater-plant design target (MSFD limits) — not Phase 1 Galaxy rack cooling; those racks are air-cooled. Planning target of up to 260 MW EAC grid connection (not a granted offer or signed allocation) plus 42 MW Boom on-site generation (design target, no order). Full EU jurisdiction. Target COD H2 2027 (target) — contingent on financing, permits, and grid; not a committed commercial date.

Boom Superpower ISO nameplate — supply, stated separately from IT demand.

§ 04 The Mandate · Civilian public benefit
AGICY exists for healthcare, education, social services, humanitarian logistics, climate resilience, and inclusive economic development — civilian and humanitarian workloads only. The campus is planned as a people campus on industrial land: operators, engineers, Academy trainers, and client services alongside the fleet. Year-1 workforce planning is 152 FTE bottom-up — a local AI employment path, not a ghost warehouse.

§ 06 The Record · Questions on the record
AGICY Holdings Ltd is a Cyprus-registered AI compute infrastructure company developing a RISC-V accelerator campus at the Vasilikos industrial zone and operating Copperway, an EU-jurisdiction LLM gateway. AGICY is not Agency. The campus is pre-construction; Copperway is operational — those two facts are always stated separately. Cyprus-registered EU jurisdiction is not the same as EU data residency on foreign infrastructure.
No. As of August 2026 the Vasilikos RISC-V campus is planned (pre-construction). Site exclusivity and design targets are not a live hall. Target commercial operation is H2 2027 — a design target, not a live facility claim. Concept renders on this site are labelled as such.
Copperway is the operational EU-jurisdiction LLM gateway: an OpenAI-compatible path with a PII vault. Copperway Playground is free to try with daily limits. It is not campus silicon. SRA reserves planned campus offtake; executed offtake today is zero. Leaderboard rankings are LMSYS Arena reference data, not AGICY-run evaluations.
Copperway is one OpenAI-compatible EU API for frontier text models, with a PII vault. The leaderboard indexes Arena reference rankings across text, agents, vision, image, and video — a catalog of rankings, not a claim that every modality is a live Copperway endpoint. Try text on the playground; reserve campus capacity via SRA.
AGICY's infrastructure is designed to satisfy the ICT third-party requirements that DORA (Digital Operational Resilience Act) imposes on regulated EU financial entities — and that national supervisors such as BaFin apply to institutions in their jurisdiction. The design includes contractual audit and inspection rights, physical EU data residency in Cyprus, DORA-aligned exit and portability provisions, and full sub-outsourcing transparency.
An AI API built for GDPR-regulated institutions must keep all processing physically and legally within the European Union. AGICY's AGIOS API is structured to avoid US CLOUD Act exposure — no US parent entity and no US-based processing in the chain — and is designed to run on ring-fenced sovereign infrastructure where client prompt data is never used for model training, protecting special-category financial and personal data.
Under the EU AI Act, most obligations attach to providers and deployers of AI models and systems — not to the underlying compute infrastructure. AGICY operates as sovereign infrastructure and is designed to support its clients' AI Act obligations: EU-only processing, technical documentation support, logging and traceability, and data-governance controls aligned with Articles 10–13.
